Ben is amazingly adept at finding things (especially paper work).
Ben's memory is exceptionally adept with words, he has a vast knowlegde of laws, divine and mortal.
Weaknesses:
Red Tape- Benjamin is a vasty powerful being but is incapable of using much of his draconic power without properly processed orders and instructions, varified and checked, issues from the proper individuals.
Anal Retentive- Benjamin has an obsessive personality. Things around him must be just so.
Powers
Human Shape: Ben can freely change between human and dragon form.
Ever Provide: Scales removed from Dionysius become gold and diamonds develope between his scales. The dragon can freely pluck gold and diamonds from his hide and the scales eventually regrow providing the dragon a renewable, unlimited, resource.
Firey Breath: When in his dragon form Dionysius is able to breath fire. The flames of the breath are beyond normal fire, it is heated by the divine fire and strength crafted into him by the goddess long ago.
Name Magic: Dionysius can summon, bind, and compell mortals through the use of their name. He most often applies this by using their name on paperwork written with magic symbols that compell them to comply.
Divinity: As a dragon and a servant of gods Dionysius is a demi-god, a being comprised of flesh and of immortal form. When if his body is killed he does not die and can return. Dragons, even when killed in their true form, can return and sleep a death-sleep as dreaming gods until they can called back to mortality.
Loophole: Dionysius is able to teleport without use of a Booth as long as he is traveling to farther his official business or the law.

Appearance:
Benjamin always wears a suit. His blonde hair is gelled back and always ordered. His skin is slightly bronzed but pale, a faded tan at best. In the end all of his human appearance is a facade.
As a dragon Dionysius stands stories high and is covered by glittering, golden scales. No being living, aside from Father Manala and perhaps some angels, as seen Dionysius in his true shape.
Personality:
Ben is a very organized and literal person and often doesn't see the pictures others do. A pile of fruit that others think looks like a face is just a pile of fruit to Benjamin.
Though isn't a cruel person Benjamin is very lawful. And he is ruthless in his application of the law. He takes no joy in troubling humankind but he does it when he is required to do so for no more reason than the rules require him to.
He is also a vastly frustrated individual. He works for the Government Council, a virtually powerless entity in the world, attempting to make others follow rules he has no power to enforce.
Story:
A long time ago a goddess of darkness forged servants for herself. When the goddess was overthrown by other gods her servants were freed and took other roles in the forming of the world.
Dionysius was one of these servants. Dragons walked closer to the divine than most other beings. Hand made by their goddess they where aside from angels and elements, something different.
After the goddess was removed he joinned the Assembly of Divinity, the great council of deities that kept order and law in the world. As an emissary Dionysius carried the will of the gods to mortals and lesser divine beings alike.
However, fairly soon, the will of the gods becomes complicated, difficult to agree upon. They crafted rules and orders to sort the conflicting wills, the oppossed messages. By the time that the being who became Father Manala began its rise to power the Assembly of Divinity had paralyzed itself with complexity.
When Manala began the dragons felt called to action. But when the time came to act they failed to arrive. In the end only the red dragon Damascus stood against Manala and was unable to halt the god's advance. Dionysius wished to aid the red dragon in battle, but the gods were unable to agree upon a solution and he was unable to secure permission to aid in the battle.
In the end the god became Father Manala and the Assembly became empty. Bound by duty and old magic Dionysius now serves Father Manala and the Manalist Church by for the Government Council and providing wealth to the Blessed.
Though he dislikes Father Manala Dionysius serves with loyalty because that is simply his job.
