Some of the most important laws in the world are drug laws. The organization which enforces drug laws is called the Anti Drug Commission, which is an organization supported by the joint efforts of Genetech, the Manalists, and any other organization or company interested in keeping the world drug free.
All drugs are illegal in the world. This goes for ones used for medicinal purposes. Hospitals are not allowed to use any sort of drug, which isn't much of a problem since there are very few hospitals left in the world. Due to the Manalist's belief in Surivival of the Fittest, hospitals have been done away with since they accomodate weakness.
The only drug which is legal in the world is Red Leaf, which is highly regulated. However, Red Leaf was legalized in France due to a special favor from the economic council. Medicinal Drugs are legal in Southern Germany. Lastly, opium is produced in Afghanistan due to a concession made to the Red Dragon which grows poppies there.
With these few exceptions, drugs of all kinds are illegal. The Manalists, Genetech, and the Anti Drug commission aggressively enforce the world's drug laws.

More on Drug Laws:
Red Leaf- illegal for everyone but high priests, legal in France where it is grown by Vivien La Framboise
opiates and opiate derivatives- are are illegal (codeine, morphine, heroin, opium, etc.) They are produced in Afganistan and this is overlooked because of failed drug wars there.
cocaine- illegal everywhere. very rare.
marjuana- thought to be extinct, illegal everywhere
Morning Glory- illegally used by a spiritual group called the Enlightened Brotherhood
Alcohol- illegal in most parts of the world, but not yet Russia, Finland, Baltic States and Southern Europe
Nicotine- illegal in most parts of the world, but not yet England and Southern Europe
Caffeine- still legal, but no longer in sodas or energy pills/drinks. Only in tea, coffee, or chocolate. Other plant sources of caffeine have gone extinct.
Medicinal Drugs- illegal everywhere but part of Southern Germany
Hallucinogenic drugs- most are extraordinarily rare, all are illegal.
Note: The former United States is in such bad shape that people often can use drugs without consequence. It is the only place in the world where drugs can be used freely. The exception to this is where Dinari Dollar as restored some areas. In that case, drug laws would be similar to ones currently observed in the United States.
Note: Some plant people representing the plants which produce certain drugs may still be alive in the world. They are being hunted down by the Manalists and anti drug commission. An example would be Hilja, who is a poppy.
