(since there was a question about prisons, I will do a little section on that)
Like most things in the world, prisons are private. Most major companies have their own prisons for those who break laws within the land owned by that company. The most common crimes are trespassing and theft.
The Anti Drug Commission has its own prisons as does the Manalists. Manalists often times have large facilities under their temples where they can imprison those who break religious laws. Prisons tend to be small and many. The conditions of the prisons are not subject to regulation of any sort, so torture is common and starvation or illness usually takes prisoners before any sentence is completed.

Temple of Terror
The temple of terror is a major prison located in Rome by the High Temple. It is the largest prison in the world and was created to be a place where rebels could go to be tortured, killed, imprisoned, or forced to fight each other in a gladiator arena.
