There was a question about the nature of Manala guns, so I will explain a little about them.
Most Manala guns are created by the company SOTA, which is a Finnish company owned by Jumala Keitoleinen. The actually mechanics of the guns is not something which I have put a lot of thought to. The main thing to understand is that the guns have a Manala crystal embedded inside of them so that they shoot a red beam of visible energy. The energy shoots through things such as human flesh. Larger beams from larger crystals can shoot through buildings. However, larger crystals are generally only equipped to large robots, such as those made by Intelligent Design.
The guns themselves bear the appearance of guns familiar to us today.

Gun Control
The Manalists do not believe in gun control, in theory. However, they realize that allowing people to own guns is a threat to their power. Thus, they try to control guns by making deals with the Economic Council and weapons manufacturers to keep the price of guns sold to everyday people at inflated prices. Therefore, most people can not afford guns.
Guns are also controlled because the Manalists allow businesses to regulate the use of guns on all private property. Thus, since most property is privately owned, most property owners ban guns in their office, buildings, and land.
So, although there is no government and therefore no government regulation of guns, guns are hard to obtain since they are expensive for everyday people and because their sale and ownership is regulated by property owners.
Guns do end up in the hands of some terrorist groups or crime groups if these groups have an arrangement with the company which sells them or with a dealer who somehow can obtain them illegally.
As for individual ownership of guns, this is very rare.
Manalist soldiers and soldiers working for any company do have guns. Important political, religious, or economic figures also have guns. But poor everyday people do not and if they did, this would be illegal, since few people own or regulate their own land,home,workplace, or anywhere else a person would bring a gun.
