The world is without government, and therefore, it is not policed in the same way it is in the world that we know it. Laws are established by the Manalists and by companies which own regions. Therefore, laws can vary from place to place depending on which company owns the land or if the land is owned by the Manalists. The laws are enforced by private armies/police owned by the companies or the Manalists.
In general, no matter where you are in the world, the laws are as follows:
1. Everyone must work. Unemployment results in imprisonment or assigned work. Assigned work is never pleasant, and may involve serving in the private company's army. It could also involve factory work, farm work, or extraordinarily hazardous work.
2. All religions and political affiliations are not allowed. Therefore, to follow a religion other than Manalism is a crime which will result in imprisonment, torture, or death. It is against the Manalist's laws to organize politically or for labor reasons. The Manalists believe that this is the end of political ideas and the old religions.
3. All drugs are illegal. This is one of the worst crimes and will likely lead to imprisonment, torture, or execution. Red Leaf is the only legal drug, and that can be used only by Manalist priests.
4. Private Property must be respected or the land owner has the right to kill anyone who trespasses or violates their property rights. All land in the world is owned by someone. It is therefore illegal to travel in the forest, pick flowers or fruits which grow in the "wild," or be caught on land which is not yours unless it is with the permission of the land owner.
5. Heterosexuality is the only sexuality condoned by the Manalists. To violate this could result in torture, fines, or imprisonment.
6. All debts must be satisfactorily paid. A late payment on a debt, or non payment will result in a beating, imprisonment, or death, as determined by The CREDITORS. Laws related to debt are enforced by the CREDITORS as they see fit.
