Afghanistan is owned and controlled by Leilah Kaihan, where it is primarily used to grow poppies. Leilah controls the world's opium production. She has been attacked many times by the Manalists, Genetech, and the Anti Drug commission. There have been two major opium wars against her, however, both have failed due to difficulty fighting in Afghanistan and the that her supporters are well trained...and she herself is a powerful red dragon.
The country is war torn, but came to a truce several years ago that they will be left alone by the Anti Drug commission and allies so long as they don't export into certain zones. (Mainly Western Europe and Manalist strong holds)
This means she can mostly distribute her drugs to Russia or less pivotal regions in the world.
